In Daegu, Korea, 1995, a horrible urban gas pipe blast, due to mismanagement of underground facilities and indiscriminate excavating, resulted in casualties and 200 million dollar property loss. Reportedly, Korea has approximately 3000 excavation accidents every year, which result from poor system of underground management.

The need to prevent social losses such as damage to the lives and property of the people caused by the cutting and destruction of underground facilities is urgently emerging.
  • Underground facilities are an important urban infrastructure that supplies electricity, water, and gas, processes sewage water and at the same time constructs information and communication network. As shown in the figure below, it is an important national infrastructure that functions like a blood vessel of the human body, which sustains the life of the city.

  • The problem of maintenance of underground facilities has been consistently raised due to the laxity of the underground facility management system in Korea and the lack of advanced technology and standard specifications for underground facilities such as accurate location check, property information check, and information update.

  • Various construction work including underground power works, water supple, heating pipes, telephone cables, and road repair have repeatedly been excavated around roads and underground facilities, resulting in damage in human lives and property caused by cutting and breaking of underground facilities.

  • Due to the problems mentioned above, it has been highlighted as an important national project to establish and maintain the exact location and information of underground facilities as GIS for the purpose of protecting people’s lives and property at the national government, local government entities, and public corporations.
